   UGANDA CUTURAL LEADERS  have called up on the government to operationalize the law regarding the Constitutional provisions on Cultural Institutions. They also asked government to make available equitable financial resources to recognise Traditional Cultural Institutions (TCI) in order to spearhead Development at the grassroots.  They said this recently during the second National Cultural dialogue where recognised Traditional Cultural Institutions in Uganda and the government signed a joint communiqué of cooperation in Bunyoro Kitara Kingdom in Hoima at the second National Cultural Dialogue which was led by the Head of European Commission’s Delegation to Uganda Ambassador Vincent De Visscher who signed as a witness.Alur delegation was led by the Prime Minister of Alur Kingdom Prince Angala Opar Jalumvor Jalusonge II and the External Affairs Minister Alfred Ringe and Alur’s envoy to Bunyoro Kitara Kingdom H.E Sam Okaba Atiya.De Visscher who signed as a witness called for cultural Institutions to unite in order to protect their traditional values, adding that European Union will continue to support their activities.The Omukama of Bunyoro Solomon Gafabusa Iguru I of Bunyoro Kitara who opened the dialogue at his Karuzika palace urged cultural Institutions to cooperate among themselves under the newly formed Uganda Kings and Cultural Leaders Forum in order to work with Uganda government in the International Community effectively. The cultural leaders who attended were Alur Kingdom, Tooro Kingdom, Bunyoro Kitara Kingdom (host), Busoga Kingdom, Tieng Adhola Cultural Institution, Teso Cultural Institution, Lango Cultural Institution, Acholi, Buruli and Bunyala.

King Msati Salutes Alur Cultural Kingdom in Uganda  

Alur Kingdom has established a Cultural tie with the Kingdom of Swaziland in Southern Africa.To implement this cooperation, the  Alur Kingdom’s  Cultural envoy to the Kingdom of Swaziland Mr. Bilal Stanley Olalgiu presented his credentials to His Majesty King Mswati  III at his Luzitha Palace in Mbabane on March 19th / 2009.The occasion was witnessed by Prince Alex Jagenu who headed the envoy to the King.In a ceremony attended by the Swazi palace officials including Prof. Chief Mangaliso, brother to King Mswati, Private Secretary to his Majesty Dr.Sam Mkombe, Phiwa Ddamini Chief of protocol, King Mswati welcomed the idea and entourage of Alur Cultural envoy to his Kingdom saying that he has no objection in having Alur envoy in his Kingdom. Mswati said if there were ways which could make the two Kingdoms do developmental things, cultural exchange and trade together, he would be ready to assist in those areas.He accordingly instructed his officials to liaise with Alur Kingdom through its envoy to identify areas of cooperation.Prince Jagenu Alex who is also the Alur Kingdom’s Cultural envoy to Tooro Kingdom travelled to Swaziland and briefed King Mswati on the History of Alur Kingdom and said it is one of the cultural Institutions recognised by the government of Republic of Uganda under its Constitution with a strong administrative structure under comprehensive Development plan but it is apolitical in its activities.He presented the King with cultural gifts from Alur Kingdom (Ker Alur) before taking a group photograph with the delegation that included Mrs. Vicky Orwothwun, Mr. Kermit Micheal and Mrs. Dorothy Kermit.Mr. Olalgiu Bilal is an Alur expatriated teacher in Swaziland based in Manzini where he has worked for over 20 years now and he is fluent in Siswati language.  King Mswati III promised to visit the Alur land in Alur Kingdom on his next coming to Uganda. 

 Tooro Kingdom give Alur Kingdom 200 bursaries, admits 40 so far   The Uganda Pentecostal University based in Fort- Portal (Kabarole District) has offered Bursaries for 200 students coming from Alur Kingdom (Ker Alur).In the letter of offer dated on 30th /March /2009 to the Prime Minister of Alur Kingdom, the Vice Chancellor for the University Prof. John Tambirweki offered 200 bursaries for various disciplines to daughters and sons of Alur.Pro. Tambirweki said the University will offer 50 percent of Tuition free while the students will have to meet the other half, annual administration and accommodation fee the scheme will apportion according to the offered faculties below:Bachelor of Law (LLB) 50 students, Bachelor of Business Administration (BBA) 30 students, Bachelor in Journalism 30, B.A Education 20 students, B.A Information Technology (IT) 50 students and B.A Science 20 students.Prof. Tambirweki said Alur Kingdom will be responsible for selection of the persons to be awarded the bursaries in conjunction with Tooro Kingdom Ministry of Education.The bursaries will be tenable with the effect from next academic year (July 2009).Details and procedures for admission under these scholarships scheme can be obtained from the office of the Prime Minister of Alur Kingdom by the interesting persons in Alur Kingdom with immediate effect.
